He sanctifies everything, he stops enemy armies. Also, Zeus can do everything that Apollo can, and Apollo is already really good. Zeus prevents any of that happening, except against Hera presumably. But if you piss of Poseidon or Hades, there is literally nothing you can do except watch them mess up your city. You can bribe invading armies, and you can get heroes to fight monsters.
